So, you’d like to get a set of good references? Well, the list of specifications is never-ending. Allocate some money in your budget (probably around $8000.00 US). Start by calling Bellcore (Bell Company Research). Sit down while they tell you the cost for the LSSGR, or Notes on the Network, or whatever its called these days. That’ll get you a very good overview of the US PSTN (Public Switched Telephone Network). Then fill in the gaps with other carrier-specific or International standards from a standards clearinghouse.

THERE ARE MANY DIFFERENT SPECIFICATIONS THAT ADDRESS THE SAME ISSUES; THEREFORE, A GOOD RULE OF THUMB IS TO REFERENCE THE LOWEST AVAILABLE ECHELON OF STANDARDS-BODIES FIRST, WORKING YOUR WAY UP TO THE CCITT/CCIR LEVEL.

For example, if standards questions arise regarding AT&T domestic T1 requirements, the first reference guide to utilize would be from the carrier/PTT (e.g. AT&T TR 62411), then any suitable governmental agency specifications (e.g. ANSI, BSI), followed by suitable CCITT recommendations.
